What is EFA?
An EFA, or Education Freedom Account, is a publicly funded, government authorized savings account in New Hampshire that can be used, with some restrictions, for educational purposes. Geared toward K-12 students, these funds can be used to pay for things like school tuition, tutoring, online education programs, textbooks, or other educational needs.
Administered by the Children's Scholarship Fund, they allow eligible New Hampshire students to direct state funds toward alternative learning solutions, like online high school.
Who is eligible for New Hampshire EFA funds?
New Hampshire has several requirements that must be met to be eligible to use Education Freedom Act funds. Eligibility requirements include:
- The parent and student must both be legal residents of New Hampshire and maintain residency during the school year.
- Families must meet state-specific financial eligibility requirements.
- Students must be no younger than 5 years old and no older than 20 years old.
- Students must not have completed a high school diploma and are entering K-12th grade.
- The parent/guardian must complete the application process and sign the EFA agreement which includes agreeing to share academic accountability documents.
- Families must reapply annually to continue receiving funds.
How can you use EFA funds?
Families in New Hampshire can use these funds to pay for educational needs and school tuition, including tuition for online programs.
To use Education Freedom Act funds, families need to
- Submit an application through the Children's Scholarship Fund
- Provide documentation of income and state residency in PDF format
Once approved, an EFA account and ClassWallet account will be created; parents will receive a “welcome” email with login information. You’ll use the ClassWallet to make payments for tuition or use funds to purchase materials needed for educational purposes, such as a laptop/computer, printer, or other needs.
Once your student is enrolled in a program, you’ll need to reapply each year they’re in school. You’ll need to provide documentation of their academic record, such as report cards or grade reports.
What is the timeline for EFA funds?
- EFA applications are rolling throughout the year, so you can apply anytime. However, to receive access to the full funding amount for the school year, applications and supporting documents must be verified by July 15th. It takes about 4-6 weeks for applications to be verified and approved.
- For applications completed and verified after July 15th, funds will be prorated for the year.
- Funds are disbursed 4 times per year: September, November, January, and April.
- Once you receive your first disbursement, you can enroll your student in an approved program.
How do you use EFA funds for Penn Foster High School?
Parents who already have applied and been approved for EFA funds in New Hampshire can call 1-800-425-0671 to enroll their student in Penn Foster’s online high school program whenever they’re ready. We have rolling admissions, so there are no set start dates.
If you don’t already have an EFA fund, you’ll need to submit your application before you have access to funds for enrollment.
